Improving monitoring of the Means of Implementation for water and sanitation: A strategic assessment of opportunities through 2030 and towards “post-2030”

This white paper provides a forward-looking analysis of how to strengthen monitoring of the Means of Implementation (MoI) for SDG 6—specifically Targets 6.a on international cooperation and 6.b on stakeholder participation. Developed as input to the strategic planning of the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS), the paper assesses current challenges in translating MoI concepts into effective indicators and highlights the need for more meaningful, policy-relevant data.

The paper identifies key opportunities to improve MoI monitoring up to 2030 and offers reflections to inform the development of future monitoring frameworks under a post-2030 global agenda. 

Its recommendations aim to support SDG indicator teams, governments, development partners, and UN agencies in strengthening systems that enable sustainable water and sanitation for all.
